The External Advisory Board of the SmartSPIN project is composed of experienced experts in the project’s scope. The role, as an independent body, is to give oversight, validate the project direction and results, and provide feedback.

Paris Kokorotsikos, Chairman & CEO at Euroconsultants S.A. Group

Dr. Paris Kokorotsikos is the President and CEO at Euroconsultants, an innovation and technology advisory group of companies listed in Athens Stock exchange and operational in more than 20 countries in SE Europe and MENA areas, as well as Expert at high level advisory groups to international institutions and governments on SMEs, economic, innovation regional and interregional development programs, planning and management. Dr Kokorotsikos (Phd in Synthetic Fuels, lecturer on energy conservation plans) started his career (in parallel in PhD research) as industrial liaison officer of the Chemical Process Engineering Research Institute (CPERI) of the National Foundation for Research, and has taught courses on the Energy technologies and Technology Transfer at the Engineering School of the Aristotle’s University of Thessaloniki. Currently he teaches as visiting professor at MSc courses on innovation entrepreneurship and technology management at the International Hellenic University .

The continuous growth and expansion of numerous start ups housed in a 3.600sqm Incubator and technology business center ,the fluctuating perimeter of assets each tenant   is using ,the non standard in terms of time and sqm occupancy ,that is common in office buildings housing established and rather stable in size companies , poses the need of highly distributed energy usage monitoring and metering and respective fair energy costs charging to start ups and SMEs . SmartSPIN is helping us through the respective innovative devices of EUNICE ,to explore best solutions for that challenge!”

Tomás Kilroy, Director Property Management at JLL

Tomás Kilroy is a Director of JLL where he is leading our team of Property and Facility Managers to provide an exceptional management service to Landlords and their Tenants. Tomás is a key advisor to clients on Asset Management strategies with a focus on Tenant retention which enhances investment performance. He is an exceptional coordinator and negotiator where he effectively manages any Letting, Lease Renewals, Rent Review, Dilapidation, Cap Ex Project, Sale or Acquisition. Tomás has over 25 years’ experience in the construction, development and property management arena. He is a Chartered Surveyor and Chartered Building Surveyor and has extensive experience managing teams. Over the past 10 years, Tomás managed a team of professionals who managed a €1bn property portfolio for various institutional clients. Tomás has managed property through the various cycles and has a dept and breadth of experience that clients rely upon.

Carlos Ballesteros, Managing Director at ANESE

Carlos Ballesteros Barrado has been the Managing Director of the Spanish National ESCO Association ANESE since 2019. He has more than 15 years of international experience working for top energy companies worldwide in the fields of energy services, engineering, and R&D. Carlos is also been an observer at the UNFCCC Conference of the Parties since 2019 and a Board member of the CEN-CENELEC Joint Technical Committee (CEN-CLC/JTC), where he contributed to the establishment of standards within the scope of Energy Performance Contracts minimum requirements,) prEN 17669 normative and ValerI EN17463 Valuation of Energy-related investments, in line with the relevant CEN and CENELEC Technical Board decisions. In addition, he is member of the Advisory Board of ESCO Global Network. Other board positions include:

  • Advisory board member for the EU Horizon and Life projects: ReDream, SmartSpin, Replace, SME POWER, TURNKEY, AUNA, COME RES, SOLE, RenOnBill, GREECE, Refine, Propel, etc.
  • Board Committee member of the leading Spanish events related to energy efficiency GENERA, MATELEC INDUSTRIES and GREENCITIES and S-MOVING
  • Board Member of OFICINA VERDE (Ayto Madrid), the first one-stop-shop for building renovation in Spain
  • Valuation of Energy related investments and Multiple Benefits ACEEE
  • Member of the Investors Dialogue on Energy (Working Group for Services and Prosumers), European Commission
  • Observer in COP25 (Madrid), COP26 (Glasgow) and COP27 (Sharm el Sheij)

In addition, Carlos is an active promoter of energy efficiency and ESCO as an implementation framework through publications and international conferences and is also teaching Master’s students in the Energy Sector.

Thomas Novak, Secretary General at European Heat Pump Association

Thomas is a long term (renewable) energy aficionado. Apart from closely following the energy transition both in the electricity and heating sectors, he is the owner of a heat pump, a PV power plant and a building in which both peacefully cooperate. In his professional live, Thomas represents the European Heat Pump Association (EHPA) as Secretary General in Brussels. His main responsibilities are the representation of the industry at the European institutions, networking with other stakeholders in the field of heating and cooling as well as the management of the association and its future development.

Thomas has published several articles on heat pump technology and the integration of heat pumps in the energy system and has spoken on this topic in European and international conferences. He has also been contributing to scientific publications including the IEA energy technology perspectives and the REN21 Renewables Global Status Report.

Before working for the EHPA, he has worked in several projects on the economic and social benefits of renewable energy. Thomas holds a university degree in business administration and economics.

Dan Stefanica, Head of EU projects at European Heat Pump Association

Dan Stefanica leads the European Heat Pump Association (EHPA) projects team since 2019, having worked on ERASMUS, Interreg, Innovation Fund, LIFE, Horizon2020 and Horizon Europe projects. He previously worked for the Executive Management Division of the NATO Headquarters in Brussels, dealing with Transition/Transformation processes and Stakeholder Management. Before that, working on European projects in the educational field and acting as the Executive Manager of the Austrian Centre for Lifelong Learning in Vienna and in Project Support capacity at European Schoolnet (EUN) in Brussels.

Sonia Bianconi, EU Projects Officer at European Heat Pump Association

Sonia holds a master’s degree in international relations and development cooperation. After one year of professional experience in project management for two associations, respectively based in Sofia and Rome, in May 2022 she moved to Brussels for an internship at the European Energy Research Alliance where she worked on EU research projects aimed at fostering cooperation on renewables among different stakeholders. She joined EHPA as EU Project Officer in August 2022.

Joe Hayden, Executive Manager at CODEMA

Joe has been working with Codema since 2005 and is the Executive Manager leading the Project Implementation team. He holds a BA/BAI Mechanical and Manufacturing Engineering, an MSc Sustainable Development of Dublin Institute of Technology and is a Certified Measurement and Verification Professional (CMPV). Joe is responsible for project development and implementation, Energy Performance Contracting (EPC) facilitation and the procurement of energy services. He played a key role in the development of Dublin City Council’s first EPC and is actively involved in the promotion of EPC in Ireland. He is currently local manager for the DeliveREE H2020 European project, which will test and develop a one-stop-shop project implementation unit for energy-efficient and renewable energy projects in Dublin. Joe is currently a member of the advisory board for the SmartSPIN project.
